What the Registry Is and What It Does

Why EU DPP Registry Battery Registration Is Blocked

Batteries is the first product group listed in the Registry interface and is pre-selected by default in the registration screen. That positioning suggests batteries should be first in line. In practice, they are first in line for a service that is not yet ready.

The DPP Registry User Guide for Economic Operators (version 1.01, published 28 July 2026) states in section 6.2.1: “Successful registration of DPPs for batteries is not currently available, as the semantic catalogue for this product group has not yet been defined. Currently, it is not possible to successfully register DPPs.” Section 6.2.2 repeats the point, describing the semantic content for batteries as under development.

The semantic catalogue is the machine-readable definition of what data fields a battery passport must contain, how they are structured, and how they relate to one another. Without it, the Registry cannot validate whether a submitted passport is complete or correct. The system will accept a submission attempt, but it will fail at the validation stage.

The User Guide documents one specific error that operators encounter at this stage: “Semantic validation failed due to its unavailability.” The guide explains this means the semantic validation service is not yet available, not that the operator has submitted incorrect data. The failure is on the infrastructure side, not the operator’s side.

What the Regulation Requires the Commission to Build

Article 12 of Commission Implementing Regulation (EU) 2026/1778 requires the Commission to establish and maintain a semantic repository. This repository is the foundation for the semantic catalogues that product groups need before registration can work. Neither Regulation (EU) 2026/1778, the User Guide, nor the Commission’s launch announcement gives a date by which the battery semantic catalogue will be complete. That date is not published.

This matters for planning. The 18 February 2027 deadline, confirmed in the Commission’s launch announcement as the first implementation date for certain types of large batteries, is less than eight months away. Operators who need to register battery passports by that date are waiting on infrastructure that has no confirmed delivery date.

You can create your organisation account, complete the verification process, and confirm your role as an economic operator. That work will not need to be repeated once battery registration opens.

The blocked step is registration itself: submitting a DPP record for a specific battery product. Until the semantic catalogue is defined and the validation service is live, every attempt to complete that step will return the “Semantic validation failed due to its unavailability” error.

Use the time now to prepare the data you will need. The EU Battery Regulation 2023/1542 sets out the data requirements for battery passports in detail, including the categories of information that must be accessible through the passport. Annex XIII of Regulation (EU) 2023/1542 lists the data attributes that battery passports must carry, covering general information, carbon footprint, materials, supply chain due diligence, and end-of-life handling. Mapping your internal data to those attributes now means you will be ready to register as soon as the catalogue is live.

The Six Published Standards and What They Cover

The Commission’s launch announcement confirmed that six of eight harmonised standards are now published. These cover:

  • Data storage

Two standards remain unpublished. The announcement does not name them or give a publication date. If your technical team is building the systems that will generate and serve battery passport data, the six published standards give you enough to work with on identifier structure, data formats, and API design. You should not wait for the remaining two before starting that work.

The February 2027 Deadline and What It Covers

The Commission’s launch announcement gives 18 February 2027 as the first implementation deadline. This applies to certain types of large batteries. The announcement does not specify which battery categories fall under this first deadline in the launch text itself. If your products fall into the first wave of compliance, you have a fixed deadline and an unfixed dependency.
