High: a delegated act, technical specification, or enforcement clarification with a 12-24 month implementation window. Medium: working-group consultation, draft delegated act, or industry-standard publication that will become binding but is still in formative stage. Low: contextual background, related-regulation development, or interpretive guidance that does not directly affect a product manufacturer's compliance roadmap.
